I don't think the Chinese have enough trucks either. Worse, I don't think they have the experience level the Russians have to conduct major logistical operations over an extended area/time.
That whole region sucks, too. The road capacity ain't for squat. I haven't seen any detailed maps showing road classifications, but I have to think at least some of the newer roads are capable of handling higher tonnage. The Chinese are really restricted by the geography of the region, too.
