It's a national FM, not a comprehensive treatise on the art of war.
Even as a national treatise on many aspects of warfare it fails to explain the essential question when to enter and when to abort an unsuccessful war (if possible) and why.* It's not written for politicians the least.
It does not tell (enough) about aerial and naval warfare.
That's a FM for one specific army, not a comprehensive treatise about warfare.
I don't mean "encompasses all details" by writing "comprehensive", but "addresses all major aspects and all major challenges".
*: Almost everything else is useless and misguided if a power fails at this point.
