It is a minaret from a
dargah - a Sufi shrine, so I presume it has some sort of symbolism connected to the life and/or works of the Sufi saint connected to it. From the little I could understand of the reporter from the noise and the accent, it appears that it has something to do with ensuring health of the baby
Couldn't understand a word of what the man said, but the language was Marathi. Superstitious bumpkin, is the expression I believe you are looking for. But hey, apparently no child has gotten hurt... yet... so I can think of a thousand worse things regularly practiced ritually all over the world. Just another sorry addition to the list.
