Brigadier,
This has been a hot issue since Gates' comments to the L.A. Times back in mid-December. America has had immense dissatisfaction with much of NATO's operations in Afghanistan that go beyond simple numbers. The command and control issue is mind-boggling when you strip America's contribution out of the mix- 38 countries w/30,000 troops approximate.
That's a goodly number of national interests being (more/less) represented.
It appears, further, that the arrival of U.S. marines in the south hasn't gone well at all. I recall reading recently somewhere the dismay and disappointment at RC-South's integration of them and the INTENSE difficulty of planning and conducting opertions in a timely manner. Advise and consent seems to rule the day with a disproportionate collaborative and appeasing tone.
Sir, that's not good in anybody's army.
