Strangely, China hasn't deployed very much in the way of SAMs along its border with Russia (while it has deployed most of its modern equipment near Taiwan and Beijing)
That indicates that Beijing probably doesn't expect to launch any attacks against Russia (might be hoping to deter any Russian aggression, however unlikely, with nukes. The JL-2 would be good for getting India or Russia, though its utility against America seems to be rather questionable, IMO).
