I am shocked but I guess its not much different then how it is in rural upstate New York. I once went skiing in a small town in the Catskill Mountains - Stamford, NY where the entire Stamford Police Dept. was made up of part time officers and operated irregular hours; the Ulster County Sheriff's Office, New York State Police, and (heres a shocker) the New York State Environmental Conservation Police handled most of the calls for service.
