The Canadians have given up tac nukes in the 60s but we were still expected to perform that role.

I am not so sure it is that easy. In a world where any direct war with NATO means going nuclear
ad initium, then deep ocean subs don't really have a role, what you need is a cruiser navy for show the flag operations and a coastal force to keep the carriers at bay. Soviet subs, and sub actions were aimed squarely at an interdiction of the North Atlantic.
