What do they do with children whose parents are, well, on the rim of society?
Give them to relatives until the parents can provide for themselves and their children, otherwise, adoption or orphanage.
To sterilize parents is only something I would encourage to be used in case of permanent incompetence (history of serious drug abuse or violence and the like).
