This is almost exactly like what happened here when Dun Laoighaire (a highly wealthy and exclusive port/town), a suburb of Dublin City, tried to form it's own County on the basis of resentment at sharing a council with the 'dodgy' inner city - why is it always the rich places that want to segregate themselves?!

Rich people of the world revolt, all they can take is your SUVs

On a more serious note though, could a genuine case be made for seperating them?
