Because the sectors they quote as losing jobs to NAFTA were growing before NAFTA went into effect
Using Ohio specifically, the unemployment rate was 6.5% in December 1993, the month just prior to NAFTA going into effect on January 1, 1994. The unemployment rate has not been as high since. Whatever jobs may have been lost to NAFTA have been replaced.
