Yes, I agree, but the principles of marksmanship must be taught and then exercised. This must be continually refreshed as shooting is a perishable skill. No sense teaching point shooting techniques if you can't hit anything beyond 25m.
The USMC realized that point shooting techniques are necessary and came up with the Enhanced Marksmanship Program as an interim solution. Incorporating this type of shoot into the qualification week is the final result.
