That was the quid pro quo. Required to assert it's sovereignty over these peoples, Pakistan may yet abdicate control of the region rather than fight.
It's too late, though. Any "victory" from a "political solution" will be akin to "peace in our time". The war's leaving the hills, seeping into Pakistan's valleys and cities. Pakistan will soon be fighting for it's nat'l survival.

With all due respect that is nonsence sir. Pakistan has four provinces and three territorys, FATA was one of the latter, and its area has been shrinking since '47, at one point it included all of Frontier Province and half of Punjab, now its only a few districts. They are hardly
practically free they are ruled by a staute known as the Frontier Crimes Regulations and by Political Officers appointed by GoP. The FCR is enforced there (as it is in all territorys). The FCR pretty much controls everything in FATA and is the governing document.
Pak Gov is not the Yanks or the canadians. We have to face the consequences of every action, you guys will leave someday, we will still be here. Our national survival depends on good relations between all our communities and all stakeholders. It dose not depend on the opinions of outsiders. Sorry if I sounded xenophobic, but thats just the way it is.
