Not necessarily cold war tension, in that the finger is close to the trigger, but the competition is there. Since the current administration disagrees with or has qualms in regard to Iranian-Russian nuclear co-operation, there will be pressure in negotiations. One would reasonably expect to hear quite a lot of rhetoric in the newspapers and little answers to the questions that matter to the populace.
I do not believe any country, nation, state, can consider nuclear offense as less than suicide. The US has seen the effects of Kamikaze on an individual basis in WW2 and on September 11th. To die for a just cause is laudable, to die in vain is deplorable.
Bush looked into Putin's eyes and saw an ally, get your country back together and let us move towards a new future.
