I submit to you when is doing the "unpopular job" ever popular for any world leader. It costs money, lives and political support and ties.Take for instance how long Churchill dwelled in office following WWII. This was not Churchill's first time being let go or brought back into government services alike.
Perhaps once again the "Right man for the right job" syndrome.
