If they never fired a weapon in anger, you would have to classify ALL submarines built since 1955 with the sole exception of the British sub that sank an Argentine Cruiser (ex-USS Phoenix) during the Falklands war.

A good friend of mine was on 685 and 688 class attacks. He always said the motto of the Boomers was "We serve with pride, who slink and hide." He did not have a high opinion of the Ohios because, as he put it, they didn't have a "real job". That's him, not me!
And I would argue with you about the attack boats.
What about all of the attack boats which have launched Tomahawks?
I also believe an Egyptian and an Israeli submarine fiored toropedoes somewhere during their unpleasentness. I amnot sure on that...just something which tickles the back fo my memory.
