They may not have been engaged in a battle. Nor were the Polaris and Poseidon subs. But they WERE commissioned, manned, deployed and armed. As part of the Cold War arms and fleet you can't really say they were never used.
If they never fired a weapon in anger, you would have to classify ALL submarines built since 1955 with the sole exception of the British sub that sank an Argentine Cruiser (ex-USS Phoenix) during the Falklands war.
