Yeah as someone with a lot of personal experience with such types, I'd argue that the great majority aren't any more dangerous than your garden variety juvenile delinquent. While it is fair to say that there may well be similar mentality between your common criminal, anarchist trouble-maker and AL-Qaeda suicide bomber (sense of marginalization, rejection of accepted social values, desire for belonging fulfilled by membership of radical group/criminal gang/terrorist organization) simply put these groups are by and large small, disorganized and lacking in real commitment towards their so-called revolution. Besides classifying them as terrorists would be something of a badge of honour, rather than being common criminals they would be able to call themselves enemies of the state.
