So realistically the anwser is no. Would Taiwan be able to purchase additional aircraft abroad fast enough to use them in the even of a Chinese attack?
Well, the US can always transfer a few dozen F-16s from current active fleet, maybe a war time lease. And then activate a few dozen from mothball to take their places in the inventory. We have thousands of F-16s in mothball.
