I think by social libertarian, it was meant that the answer to perceived social ills such as premarital sex and alcohol consumption was not the enlargement of government, especially at the federal level. Prohibition for example, was a gross enlargement of the federal government prodded along by religious conservatives. Thankfully, it went away, but the idea of solving social ills with more government remained, and is not a traditional conservative approach to social policy.
