It seems a moot question in the face of the fact that the nuclear power industry has been in existence in the USN and Soviet Navy all these years.
The fact is we have track record in civilian and military use of reactors. The knowledge and techniques are in the public domain. The big thing is about the byproducts, radioactive elements that cause biological pollution and the trans-uranics available for bomb production. Give me an atomic powerplant over an H-bomb anyday. I am not impressed by the Soviet safety records either military or civilian and would not care to see their designs exported or constructed anywhere.
