Hitting targets on the mainland would also have the consequence of really pissing off the Chinese public. Public support for the invasion would be massive if Taiwan hit Shanghai like Premier Yu in the article suggested. Even if the Taiwanese only hit military targets on the mainland the biggest effect would probably be that the Chinese public would massively get behind the decision to invade. There isn't really a positive here.
