Benign is probably not the word. Positive, yes, there's been a few. Tito is probably the best example.
Basically a benign dictatorship is impossible for the same reason that an effective "pure" democracy (where all decisions are made with public accountability): Because there are people out there who either disagree with what you're doing, or don't care whether it's right or not, they just want that power. Often it's both, with the former being manipulated by the latter.

And this daletopia sounds good, so long as I get what's coming to me for being in on the ground floor.
