far too late. everyone in the region is geared for war, and most/all? of the states are somewhat less than democratic, are pretty reactionary and don't have to spend months convincing electorates about the rights and wrongs of going to war. ergo you won't get more than a few weeks/a months warning that things are going **** up - or indeed are being made to look to look like they are going **** up so the Israelis' can tug at the gullable... err.. i mean heartstrings and get political, military and financial backing for whatever self-defeating idiocy (that also does the US no favours) they are up to this week.
F-22, or indeed any other system, isn't going to be something you can parachute into a situation and then fish out as the occasion demands.
F-22 would be
nice, but very few believe that the additional capability it offers over Typhoon, F-16Blk50/52, F-15E/K/S or F/A-18E/F is worth the additional cost when those aircraft are facing - at most - MiG-29/SU-27/30/whatever-shite-the-Chinese-have-managed-to-bribe-someone-to-buy.
in the wars that pretty much every western nation will fight in the next 30 years, does anyone
really think that one F-22 is going to be a better investment than five new, top of the range F-16C's?
