My classical education has been sadly neglected, but in my modest experience, it seems that Rome's critical domestic problems were pretty well formed with the conclusion of the Punic Wars.

This being the case, I would start looking for the cause of the decline in the circumstances surrounding the Third Punic war and its conclusion both foreign and domestic.

Kind of ironic, methinks: the seeds of the fall of the Empire were sown in the fall of the Republic.
