Well as far as I heard, Tor M1 was specifically build to protect armored columns against weapons fired from aircrafts. It can shoot down aircrafts and helicopters too but with the high resolution phased array its primary target is actually the ordinance fired from the enemy aircraft. I've heard that the, during the NATO air strikes in Kosovo, Serbs actually were able to shoot down Mavericks with SA-7 Grail. It appeared that the obsolete IR head which was too sensitive and therefore easy to jam warhead, was good enough to hit Mavericks...But again that could be just the rumor.
