I can see the establishment of black markets for basic goods as one the biggest threats for success in Iraq. That's essentially deligitimizing one of the most important functions of the government, one being security, the other being the provision of basic needs. That's exactly how Hizballah took over southern Lebanon, by becoming an alternative to the real government, and filling the vacuum of its functions.
