This must have been an "investigation" of print articles that are already out, as I've seen almost all of this information before over probably the last six months. When there's no other news out there, just recycle the news!
While obviously it's not good, I think that this is/was predictable based on the way that we've stood up the units - combat units first and only now are we really getting the logistical system set up. Thus, our ability to really keep strong accountability hasn't been in place, and a society where corruption is a way of life for those in power has been able to get a free ride.
