The SEALs could be taking out people with those. They often have, as far as I understand. But also, they were used for the likes of shooting the engines of pickup trucks that the Taliban used to get around. The question you gotta pose is, do you wanna lug around the big ol' thing if you know that your targets are people and not engine blocks of trucks? It all depends on the mission.
