I think you are not absolutely right. In comparison with ocean area the aircraft combat range deployed on a carrier is not so big. Even if there was any reason to cover the ocean area. Virtually all possible targets for aircraft carriers are on a land, but not in ocean.
To rattle the every dictator in the world by an aircraft carrier…I really doubt… And especially considering there is no oil in Northern Korea...
This is necessary to spend some weeks or months for repair and other preparations to drive a carrier to blue-water. And several escort ships with it. And ground-based aircraft along carrier's way - reconnaissance and anti-submarine…
Too much time, too much money are needed.
