On ethnic lines Somalia might be better off then most nations. Their falling apart was due to bad leadership and battlefield defeat which caused the nation to fall apart.

Gives the warlords who joined the ICU after they started getting big the option of going over to the government; most of the ICU were warlords/members of warlord armies. Many warlords had defected from the TG after the ICU started winning. Hell the commander of the ICU military forces (who fled to Saudi Arabia after the shooting started with Ethiopia) was a brutal warlord who joined the ICU.

In the case of the Philippines we need to supply some more ships (to patrol), radios and helicopters (to move the LRB/SR) and they will finish off the ASG/JI. They have already worked out a sorta deal with Indonesia to deal with JI in both nations. Of course conducting joint training with the USA in war zones has helped out a lot in the past...

They have some major problems that aid cannot help which has hurt them in the field.

Probably not the best threat to discuss COIN in the Philippines I guess.
