"Juba" is almost certainly not one man, but rather several different 'snipers'. "Juba" was originally believed to be a Chechen, but has since come to mean any sniper, ie, "There's Juba in the window!"

BTW: That story is utterly riddled with inaccuracies, which seems particularly unforgivable considering the subject matter. Personally, i found the article to be one long babble-fest of poorly informed scare-mongering stupidity.
