we int'l relations people talked about that one in the early 90s...the proponents of that theory suddenly got quiet in the balkans mess of the mid-late 90s.

as for "war between two democracies," that depends on how narrow you want to define democracies. a war between two liberal modern democracies hasn't happened (probably yet), but ancient greece for example gives plenty of examples of wars between democracies. the democratic peace theory, while attractive, has quite a few problems.

i think, though, it is fair to say that chances of a conflict between two liberal modern democracies is smaller than it would be otherwise.
