Most of the country use a lyered system...
I guess these ground based AD is used in congesction with ur ground forces .. to protect them from Air attacks...
These get embeded with ur ground formations and provide them cover in a battelfield...
Russian AD systems were always considered superior to US ones and if check out the specs of Linebraker and Tunguska M-1 ... Tunguska is way far superior..
