Why not?
You'll need to take out earthquakes, diseases, The Huns, The Barbarians, Roman Emperors themselves, out of the equation to achieve that.
Not to forget the Praetorian Gaurds, who defeated the very purpose of their own existence, by assassinating the Emperors themselves.
