In the US, what does a Chief of Staff Army do and how is it different from the Joint Chief of Staff of the Military? Does JCS outrank Chief of Staff Army and thus can order him around?

A Lt Col is the second in command.
A Birgade has four Colonel (3 COs and one Deputy Brogade Commander).
Field Marshal is 5 star in the British and Indian Army. In the Indian army, they are sinecure.
As far as the Corps and their number of divisions or a Command and its Corps, it all depends upon the Threat Analysis and Application of the combat punch.
