Not that Mig-25 was bad, it certianly deserved the above title. But it was an inferior platform for recce and it was IIRC designed initially to intercept the Blackbird.

Designed to intercept the never-built B-70 I believe. If I remember my Discovery "Wings" narrative correctly, the F-15 grew out of a need to deal with MiG-25. So if true, the most successful jet fighter ever designed evolved from a need to answer a plane that evolved to answer a plane that was never built.
