AFAIK, that deal is in limbo, maybe indefinitely. RDM refused to provide the plans for the boats (Morey Class) to be built in the US if Taiwan was the end user. Germany and France have likewise balked wrt 212/214's and Scorpene's. GDEB offered to build some new Collins Class boats, but I think that idea was a non-starter.
It seems that nobody in Europe wants to upset Beijing, and the US doesn't have any plans for conventionals.
