I see nothing in that article to prove that the absolute numbers have gone up for the democrats, only the numbers relative to what's been given to the repubs.
It's plausible that the people in uniform don't particularly care for any of the Republicans enough to send money, or they want to wait and see who emerges as the front-runner, or they don't like the guy (Giuliani) who's looking-to-be the front-runner, and there are other reason someone might withhold money that they would've given in past elections, when the Republican field was stronger, or there was a more-appealing front-runner, or whatever |

Something to consider. Since 2003, between 150-200K soldiers have been deployed with variable internet access and higher priorities when they do have internet access like writing family, friends, etc. than in finding a campaign website to donate. How much has this impacted the statistics? I suspect that this hasn't been measured, which means that the statistics would be biased in the direction of the conclusion of less support for the GOP/more support for the Democrats. While I think the direction of the bias is clear, the question becomes how much.
