You can run. All you have to do is get enough registered voters to sign a nominating petition and you go on the primary ballot under whatever party you choose. Then it's up to you to organize a campaign, pick your issues, pepper the media with PRs, and most important raise money. Believe it or not I managed a couple of campaigns for the same guy, and I know how it works. But your chances won't be good unless you're endorsed by one of the major parties and the local media. Most candidates are people who have been party stalwarts for a long time; but not always. You work for other candidates over the years and finally your turn comes.
