WASHINGTON (CNN) -- Setting aside any doubt, Republican Sen. John McCain of Arizona announced Wednesday he would seek the presidential nomination.

McCain, who had a presidential exploratory committee, made the declaration on the "Late Show with David Letterman," taped earlier Wednesday.

"We are going to formally announce it in early April," John Weaver, a top adviser to McCain, told CNN.

Weaver said the time and location will be announced at a later date.

McCain, a top-tier candidate, has been a staunch supporter of Bush's deployment of 21,500 additional combat troops.

Also on Wednesday, Tom Ridge endorsed McCain for the nomination. Ridge is a former governor of Pennsylvania and also is the former head of the Department of Homeland Security.

Iraq, abortion and campaign finance

McCain has said several times that he feels the war in Iraq has been mismanaged for years. Recently, the senator said Donald Rumsfeld will be remembered as one of the "worst" defense secretaries in history.

"We are paying a very heavy price for the mismanagement -- that's the kindest word I can give you -- of Donald Rumsfeld, of this war," McCain said in mid-February in Hilton Head Island, South Carolina. "The price is very, very heavy and I regret it enormously."

The ranking Republican on the Senate Armed Services Committee, McCain complained that Rumsfeld never put enough troops on the ground to succeed in Iraq.

McCain recently said the court decision that legalized abortion should be overturned and if elected he would appoint judges who "strictly interpret the Constitution of the United States and do not legislate from the bench," The Associated Press reported.

"I do not support Roe vs. Wade. It should be overturned," the AP quoted him as saying about the 1973 Roe v. Wade Supreme Court decision that gave women the right to have an abortion.

In addition to his stances on various hot-button issues, McCain's fundraising will likely be closely watched.

Less than two weeks ago, McCain blasted a report in the Washington Post that said he is using soft money -- the sort he has fervently campaigned against -- to support his GOP presidential nomination.

McCain told CNN the article is the "worst hit job that has ever been done in my entire political career."

According to the Post story published February 11, campaign and IRS records show several of McCain's finance co-chairmen "have given or raised large donations for political parties or 527 groups."

Named after tax code, a 527 is a tax-exempt organization created to influence political campaigns. "Soft money" refers to a type of unlimited contribution to these organizations from corporate and wealthy donors.

"In all, the finance co-chairs have given at least $13.5 million in soft money and 527 donations since the 1998 election," the Washington Post reported.

I won't be supporting Senator John Open Border McCain. The candidate who will get my vote is the one who shows himself to be the strongest against Islamic Jihadists and can show some leadership in weening America off of Islamic Oil.

So whats the general feeling amongst "regular folk".....Sen MCcain being a Vietnam vet(5 years as a POW), a supporter of the invasion of Iraq and increasing troop strengths seems to me he has the credentials.....is his age a real handicap or a benefit?

Well I think the fact that he is a Vietnam vet will be his biggest piece of leverage, I think that with a war that isn't going very well a president with military background (please not Kerry) will be popular. I, however, don't think I would vote for him.

McCain may have been a hero in Vietnam but he is a traitor as far as a politician.

He announced his bid for pres. nomination in '08 on a very liberal show, Letterman. He is just like Hitlery. He is making stands that he hasn't had in the past. He talks about mismanagement of Iraq war. That sounds like a democrat. All wars can be said that they are mismanaged. Tons of mistgakes have been made in all wars. This war has the LEAST amount of mistakes.

McCain is soft on war criminals, which all izlamic terrorists are. He whines about Gitmo like a demokkkrat. He is harder on American military than he is on war izlamic war criminals.

McCain has and always will be a RINO that CAN NOT BE TRUSTED. MCCAIN IS A TRAITOR as a politician.

These statements are not made easily my a Nam vet against a heroic Nam vet & POW. But the TRUTH has to come out as hard as it may be.

I am a Vietnam Vet against John McCain for president.

I will not support McCain for the nomination - I like Giuliani or Romney - but if McCain DOES get the nomination I'll reluctantly support him against any likely Dem candidate I can think of.

I don't like McCain. He is a former Vietnam Vet which I respect, he spent time as a POW which I also respect, but his age I do not believe is a factor. I think that since this is his second time around, he doesn't have any better chance nor will he show better this time.

his lifetime conservative rankings have always been quite high. certainly he's moderated somewhat, but on the points system he's far from being the most liberal of the republicans.

Wow, he made his announcement on Letterman. That might be the lamest reason ever not to vote for someone.

I suggest you read Cobra II by Bernard Trainor and Michael Gordon. It dispells any myths that Donald Rumsfeld is remotely competent.

McCain is oppposed to torture, I guess enduring five years of it will do that to you. His bill to regulate treatment of prisioners at Guantanamo Bay was supported by all but nine senators and signed by President Bush.

Except the American Conservative Union gives him an 83% rating. His only major breaks from the rest of the Republican Party are on gay marriage and immigration reform.

Thank you Wraith! I was waiting for someone who has been on the board a little longer to say something.

What basis do you have for saying he is soft on war criminals? Would you torture people?

I'm disinclined to vote for Manchurian Candidate McCain. I also see no reason to support Giuliani, and I'd vote for Romney only if given no other option. As for the Dems, the only one of the bunch I'd vote for is New Mexico's Bill Richardson. Giuliani equals Hillary, and Obama exemplifies charisma without a clue. This country is gonna be hurting in a bad way if out of the current options it isn't Richardson vs. Romney.

What's desperately needed is for conservatives to vote in good faith and best judgment in DNC primaries and liberals to vote in GOP primaries to bring the candidates back to center.

What aspects of Giuliani's politics appeal to you and what aspects of Bill Richardson's politics do you oppose, Richardson seeming to be more conservative with greater integrity than the New Yorker?

From what I know, Giuliani just strikes me as more presidential, i.e. a leader on a national scale, and from what I know he's more hawkish than Richardson. And I like his style.

That being said I've never heard Richardson say or be associated with anything that would make him an automatic "no go" in my book, and the few times I remember hearing him he seemed like a perfectly reasonable man. Bottom line is that I don't think he's a likely Dem candidate, and my comment above was limited to "likelies".

I would've liked to see Evan Bayh or maybe Duncan Hunter (I've heard good things about him) run, but alas they didn't.

I think McCain will likely be the Republican nominee because Romney and Giulani will have a hard time getting past the die-hard Republican voters who typically vote in primaries.

I wouln't mind seeing a split ticket with Guilani and a conservative Democrat though.
