The Abbasid's had been out of power for a long time before Hulagu showed up. The Abbasid's Turkic slave army had ran the show for quite some time picking who took the title or Caliph (murdering those that annoyed them) as the state got smaller and smaller. They were simply puppets for the Army and the ruling military families over the last couple decades.
