How has that affected his governance?..most of the policies and decisions are sound I would say. AB Bajpai was just as weak inspite of not having a "Sonia Gandhi" to influence him.

How old were you in December 1992?...is you remember clearly the Shiv Sena thigs were at the fore front of the riots. The govt at hand brought in the army. I know a few Shiv Sena activists who were on the run from the army after they moved in.
The difference is in the manner of handling the issue. Sudhakar Naik can be blamed inefficiencies in decision making, but not for directing and inciting the pogroms.

What do you do to a man who threatens to "burn" Bombay if he goes to jail?.... The state govt was NCP-Congress and the Centre was BJP - and both are to blame for weak response to Thakkray's threat.
