Obviously you don't know what the fragmentation of a 16" round is. You should find out, and then look at the fragmentation area of a heavy bomb such as a 2,000 lb. Then, I want you to tell me why you think it would fail the collateral damage requirement?
And the term here would not be "fail" it would be "does not mitigate"
