The American military does not target civilians. Sorry, that's all there is to it. As to "enemies", those who fight for tyrants and genocide are being targeted. Civilians were given ample opportunity to leave the city. If they stayed, it could be for one of several reasons I see: (1) They were too stubborn to leave. That's their choice, and their fault. (2) They were held hostage. That's the Baath and/or terrorists' fault. (3) They were supporting the Baath and/or terrorists. If that's the case, they should have been targets.

The difference between the US and the Baath, the Baath would have hit the city without warning, and killed everyone they could get a shot at...
