Err to any experts out there, what does it mean to have a 2 meter or 1 meter or 23cm resolution?

I understand that the smaller the number the better the picture but what does it all mean.

Can you tell that the car in Delhi is a Merc or BMW with 2m resolution?

Can you see Osama with 23cm resolution?
