The only way to fight terrorism is to work out why the people are taking up arms. Whilst it is true that at the heart of every terrrorit group there is a small band that simply wants to fight and see their "war" purely through the eyes of power.
But the willing recruits, those that to a large degree actually carry out the war, are doing it largely of their own free will, but a will born out of some frustration.
The current war on terror has in no way been satisfactorily analysed by the west. Dissenting voices to the facile "they hate freedom" mantra are not heard. Whilst the critical analysis is starting, even in the US, it is still not being represented by our leaders.
Having lived in a nation that has had to suffer terrorism for 30 years at the hands of the IRA i find that the only way to address the issue is to find a vantage point of disagreement where you can at least appreciate the muderers viewpoint. But that takes hard work, guts and often persistence. But it may as well be done sooner because it always comes to pass in the long run.
