Simplistic in the extreme.
Terrorism existed throughout history and the only proven counter is genocide (unacceptable in the extreme to anyone except the most blood thirsty of tyrants).
Even brutality is no answer. The Chechen problem and the Kurds problem have existed for over 200 years and is no where near any solution. The closest solution was exile but the local population was allowed to return to create havoc. Compare this to Genghis Khan's order in Afghanistan where his army was ordered to collect 300 heads per soldier on the pain of death.
I am merely pointing out historic facts, not pointing out a solution.
