I think the jurisdiction lies with counties or towns. Where I lived, as long as they were not venomous, they were fine. All mine were constrictors, and small ones at that - the largest snake (not counting the fostered Burmese) was only 4 feet. She posed minimal, if any, threat, except to mice.

I did not have these when I had my daughter. I do take her to pet stores that specialize in reptiles and to different reptile shows, though. She is not afraid of them, but she sees that I am not afraid of them. Spiders are another story, now. Neither one of us can handle them - I actually called TopHat in FL one day cause there was an unidentified spider in my living room that I was convinced could strike me dead. I sprayed it with cleaner, covered it with a plastic cup, put a stack of CDs on the cup, and a chair on top of them (you never know!). Then I sat and waited for my ex-husband to come get it.

The way it was explained to me (and I am by NO means a bird person, so I am only going off of what I was told to do with Love Birds and Cockatiels) was that if both wings are clipped (and btw, this does not mean they cannot fly outside. Even with both wings clipped, a slight breeze and the bird may be able to get himself up off the ground and into the air), then eventually, the bird may just teach himself to fly with shorter wings. His muscles can build and make up for the wingspan loss. If only one is clipped, he cannot do this. It is my understanding that they have to move both wings at the same speed. If one is longer, and one is shorter, it wont work. They can flap all the want, but flapping a longer wing with a shorter wing is not going to get him very far.
