I'm not for funding the PA either, Arafat squirreled away hundreds of millions of the US taxpayer's dollars for his own benefit.
As far as I am concerned, every American dollar should be managed by NGO's that are under US control and held accountable to the Congress. If the money comes from International donors, then it should be managed by NGO's under UN auspices, with oversight by the donor nations.
