Only a socialist would believe that Government handing out money would take people out of poverty. The only way to get people out of poverty is to create a system were private property rights are protected and allow people to create buisnesses and let the people trade without Government interferance.
India needs to protect itself against 2 Brutal Dictatorships, I would hardly consider their defense expenditures a bad place to put there money.
